Dear Mr. Christian Kargl‑Simard,
I am writing to urge Blue Moon Metals to immediately suspend all involvement in the Nussir project in Riehpovuotna (Repparfjord), Norway, on the following grounds;
- Racist intimidation of Saami reindeer herders
This week’s racist and highly offensive act of spray‑painting a reindeer skull red and placing it on site was not a joke. It was a targeted, anti‑Indigenous provocation against local Saami reindeer herders, and can only be interpreted as such, both in a local context, as well as internationally.
Not only does an act like the aforementioned one actively normalise contempt for Saami culture and livelihoods, but it is also a clear violation of Indigenous land rights and a provocation that has no place in any project that claims to respect human rights.
A public apology from you, as the CEO of the company, and corrective measures, are the bare minimum. Failure to do so will be interpreted as condoning racist intimidation. - Violations of FPIC and ILO 169
Norway has ratified ILO Convention 169, and both ILO 169 and UNDRIP require Free, Prior, and Informed Consent (FPIC) for developments affecting Indigenous territories and livelihoods.
The Nussir project lacks FPIC from impacted Saami reindeer Herding Communities, including the Fiettar Reindeer Herding District. Proceeding without FPIC undermines international law and best practice (OECD Guidelines, IFC Performance Standards, the Equator Principles) and directly conflicts with Canada’s own UNDRIP commitments. - Irreversible harm to a national salmon fjord and to reindeer herding
Riehpovuotna is one of Norway’s most significant salmon fjords.
Mining‑related disturbance and waste risks jeopardise marine ecosystems and traditional fisheries. On land, construction, roads, blasting, and traffic fragment migration routes, disturb calving grounds, and erode grazing access, threatening the continuity of reindeer husbandry, which continue to form a crucial cornerstone of Saami culture and rights.
- Escalating business and reputational risk
Continuing this project exposes Blue Moon Metals to substantial risk: - Investor and lender scrutiny under ESG, human‑rights‑due‑diligence, and UNDRIP‑aligned policies;
- Market and regulatory headwinds in Canada and elsewhere for companies seen to violate Indigenous rights;
- Lasting brand damage as a firm associated with anti‑Indigenous intimidation and non‑compliance with FPIC/ILO 169;
- Growing opposition from civil society, rights organizations, and consumers.
I hereby request that Blue Moon Mining
- Issues a public condemnation and apology for the reindeer‑skull incident and commit to internal accountability.
- Suspends all project activities unless and until documented FPIC has been achieved with affected Saami communities, the Norwegian Saami Parliament and Fiettar Reindeer Herding District.
- Commissions an independent, cumulative human‑rights and environmental impact assessment co‑designed with Sámi representatives.
- Publicly commits to a no‑waste‑to‑fjord approach and to measures that prevent disturbance of reindeer migration and calving.
- Publishes Blue Moon Metals’ human‑rights due‑diligence for this project and a plan aligned with UNDRIP, ILO 169, OECD Guidelines, and IFC Standards.
These steps are necessary to prevent irreparable harm to Riehpovuotna and to Saami reindeer husbandry, and to protect Blue Moon Metals from self‑inflicted legal, financial, and reputational consequences.
